Rick Judd Commons is a new 100% affordable housing community in downtown Concord, CA, developed by Resources for Community Development (RCD) and designed by Lowney Architecture. Located just steps from the Concord BART station and Todos Santos Plaza, the five-story building provides 62 affordable homes for individuals and families earning 30–60% of the area median income.
The project includes a mix of one-, two-, and three-bedroom apartments, with 13 homes reserved for formerly homeless individuals with disabilities and one unit designated for households living with HIV/AIDS. More than housing, Rick Judd Commons offers supportive services and a strong sense of community, reflecting a commitment to dignity, resilience, and connection.
Residents enjoy thoughtfully designed amenities such as a shared courtyard, large outdoor terrace, multipurpose community room with kitchen, indoor bicycle storage, rooftop solar panels, and on-site property management and supportive services programming. The design emphasizes sustainability, walkability, and access to transit—helping to balance housing needs with economic opportunity in Concord.
Named in honor of Rick Judd, who served on RCD’s board from 2004 to 2021 and championed affordable housing throughout the Bay Area, the project embodies his legacy of service and advocacy for housing equity. With warm materials, welcoming details, and spaces designed to foster connection, Rick Judd Commons stands as both a home and a community.
